The ESEN aims to develop an educational cooperation strategy and is developing a network of partners in France and Europe to this end.
Founded in May 2005 at the initiative of the ESEN, the European exchange network mainly aims to contribute to improving the training of European managers, particularly senior management, by analysing and comparing priorities, problems and practices.
The 3rd annual meeting was held in June 2007 at Boppard, in Germany (Rhineland-Palatinate).
In 2008, the European conference "The governance and performance of schools in Europe" provided the opportunity for network members to discuss the key issue of governance and the leadership of schools with all European Union countries.
In 2009, the network included institutions specialised in the training of school directors and/or inspectors in 9 countries:

Initiatives launched:
- two initiatives in the context of European programs: EuroMoove and Study visits;
- a training program (colloquium) for foreign managers in France;
- meetings with foreign delegations visiting the CIEP.
Consideration of how to simplify professional training periods abroad for inspectors and to improve the distribution of information to managers on European exchange programs (in coordination with DAREIC).
Consideration of national and international assessment.
Cooperation aiming to improve the linguistic skills of French managers in the education system during their training.
Cooperation targeting the training of foreign managers.
Participation of the ESEN in the international activities of the AFAE.
The services of the Ministry of National Education
Initiatives launched:
- the training of DAREIC (academic delegates in European and international relations and cooperation);
- information seminars for personnel returning from abroad and preparation for international mobility.
